They mean he literally didn’t earn enough money to qualify to APPLY to rent. They mean he isn’t paid 3 1/2 times the rent there anywhere.

@Radical_EgoCom CEOs should get paid $6/hr tops based on the amount of work they actually do. Janitors should make at least $110/hr. If $6/hr isn't enough for them to live on they can moonlight as janitors.
