Sec. 505. (a) Transfer Of Long-Range ATACMS Required.—As soon as practicable after the date of enactment of this Act, the President shall transfer long range Army Tactical Missile Systems to the Government of Ukraine to assist the Government of Ukraine in defending itself and achieving victory against the Russian Federation. (b) Notification.—If the President determines that executing the transfer of long-range Army Tactical Missile Systems to the Government of Ukraine pursuant to subsection (a) would be detrimental to the national security interests of the United States, the President may withhold such transfer and shall notify the congressional defense committees, the Committees on Appropriations and Foreign Relations of the Senate, and the Committees on Appropriations and Foreign Affairs… (2/3)

I think this is important because a) it explicitly mentions longrange ATACMS, which Ukraine hasn’t gotten at all and b) the president, should he decide not to deliver them, will now have to explain his decision to the Senate and the House. (At least that's what I guess 'notify' would imply.) (3/3)

The GLSDB, which Ukraine already has available, is anyway capable of striking the same targets as ATACMS Block I (150 km) variant. Two GLSDB have the same combined warhead effect as a single ATACMS, for a much lower cost. So only the extended range variants give a meaningful new capability (and reduce the need to use Storm Shadow or SCALP for the targets they can reach).

I think this was another serious miscalculation on Putin's part. It became a little too public that he's directly meddling and now there is backlash. I'm thrilled that congress is pressuring Biden to get this war done.
