Because the accent describes the pronounciation of the e. In Liège it’s close to the German ä. In liégeoise, it’s an actual e (simple e w/o accent is close to the German ö ou more so to the e at the end of words).
Why that vowel shifts exactly, I can’t tell. But after a while of speaking French it feels logical.
