"The Broadway Girl" - 1908 fashion caricature cartoon by Maurice Ketten.

In one hand she holds a purse, in the other a thin umbrella and... an object I don't recognize.

Case for something? No reason she should be carrying a telescope or kalidoscope. Thermos bottle had been invented but were not yet common.

What is it?

Help me identify this object! I found this at an antique store this weekend, and couldn't pass it up. But I have no idea what it is. It's about 8cm (3.125") in diameter, and solid brass. So it's heavy. Tag said it's a stamp, but I don't buy it. The markings on the bottom are the right way around, and seem to be identifying either who made it or owned it. I believe 70C is a type of brass, and I'm guessing it was made or stamped on September 10, 1982.
