This has been rejected out of hand by Starmer.
It's a more than pragmatic gesture by the EU but "Labour" is in the hands of Anglo-British Little Englander flag-shagging cowards who're terrified of The Daily Mail.
(That, and the fact most intelligent people under 30 in the UK would probably jump at the chance of living and working far from this shithole.)
