Is "Ruthenian" a antiquated word for "Lithuanian" or do the two words refer to different things. I don't know what I'm going to do with this information but it bothers me I don't know

@mcc I'm originally from roughly that area (modern Belarus, historic Grand Duchy of Lithuania) but never seen this word used. What's the context, is it a historical text? The language itself looks more like Ukrainian.

”Recently, the issue of security has been brought up for C and C++. While C++ has proven to show great resource safety with its general-purpose undo mechanism in the RAII idiom, it has failed spectacularly to take advantage of concepts already present in the C++ standard library to provide Operational Safety to C++ programs in a meaningful way beyond C.
In this proposal, we look at a recently added C++20 interface --- std::format_to --- and provide a meaningful improvement to its API that prevents a wide class of stack and heap linear buffer overruns. This is accomplished by taking advantage of statically-deducible size and type information.
We also propose a new range type --- std::unbounded_view --- that enables an explicit, grep-able, searchable, and type-system-optimizable pathway to preserve the same speed mechanisms as before. We provide a demonstration about how fast this is by using an existing library that takes advantage of the same type mechanisms as a proof-of-concept, building on top of Alexander Stepanov's and Eric Niebler's ideals for iterators and ranges.“
