As bird names go, this one is too accurate. A bird name must include one or two adjectives that have nothing to do with the bird.
In this case, a 'Long-shanked jail-bird' would have been more appropriate.

IKR? I've always wondered how biologists got close enough to identify "sharp-shinned" hawks - or even "rufus-tailed" vs. "red-tailed".

They just needed to be close enough to shoot them. Many of these less-than-ideal bird names were generated from dead specimens.
