Following up on my post about the letter from Vocational Rehabilitation, my counselor insists that they have Jaws users in their office who are able to access the document. When I first heard this about 6 hours ago, I assumed that these jaws users were using the OCR features built into newer versions of jaws. It's only now as I'm trying to get to sleep that it hits me.
