I suppose each player could run a task force or two, and grouped into sides, or go free for all. I just did a read through of the rules and I'm still digesting them. Definitely not a solo game. The core idea is double blind info. Opponents don't know what's in a stack and you don't necessarily have to let your opponent know what you find in their stack.
