A billion is one thousand millions. Used to be that the English / UK word billion did mean "1 million millions". But that's largely not used in statistics anymore, just the American billion.
When we say billionaire we mean someone who has one thousand millions or more, not one million millions.
But also, our entire society but especially since the neocons came to power, has touted that sort of consolidation, that level of raw greed, as the ultimate goal. Not just for individuals (climb that ladder, you can do it!), but for society as a whole.
