Canada's constitution recognizes two levels of government under the crown: 1) federal and 2) provincial. These two entities are supposed to conflict over jurisdictional issues as part of the normal fumctioning to define jurisdiction and for incremental change via case law.

Dotard Smith is falsely claiming that lawsuits are exceptional when they're the normal outcome when the two govts can't agree (collegial governance), and the number of lawsuits is just corrupt political games.
