@rebeccawatson This happens here in FRANCE, too. If you are registered under Authors and Artists category, they bill you in advance for what they THINK you might earn. And yes, there are additional 'fees' if you don't pay those estimated costs on time each quarter.

We at least get to make our own estimates, but they must be realistic. Otherwise we could owe penalties. I often only pay on actual income for the quarter scaled for the year.
