IMHO, the big question for COP28 should have been whether or not to have a global carbon tax. The question of whether or not we "phase out" or "phase down" fossil fuels was a red herring

@jfmezei capping oil/gas/coal extraction sounds simple but, I believe, would be difficult to do in practice.
There must be millions of oil and gas wells and coal mines in the world. How would the production from each be allocated? How would it be policed? What would the penalties be?
A global carbon tax would accomplish the same thing as a cap but be much less complicated to implement.
If accompanied by rebates to everyone, people also would be compensated for short-term opportunity losses.
