@k each apartment listing website requires prospective tenants to pay for a monthly subscription of 20-30 euro before they can apply or even contact landlords and request viewings. There are 10+ websites like this

@k bonus: most of the listings require you to submit 10+ documents including things like your last two tax returns, three pay stubs, letter of recommendation from your employer AND your current landlord, and a scan of the bank card you intend to pay rent with
