This just makes me so angry. It's really despicable how every state in this country apparently treats beloved pets and other animals as simple property, no different than a phone or a piece of furniture. They should be recognized as living beings with increased value. Stealing a pet, in particular, should be treated much more like kidnapping than like garden variety theft. It leaves people devastated for years. The outcome of the crime should be better taken into account. Hell, I'm pretty sure I would need therapy if somebody stole my dog from me and I was unable to stop them or get the dog back.
I would also argue that stealing or harming a pet is much more sociopathic behavior indicative of a person's character than simple theft is.
