There is no technical reason why Wi-Fi Calling/voice over Wi-Fi can't work on phones. There could be a server running on the modem that sends your microphone audio to the other caller, and it can give received audio to userspace daemon which is then forwarded to the app using it. This would also apply to text messages. Only thing preventing this is not wanting to give access to anyone else besides (if that's the case).

@DrewNaylor there isn't really any reason preventing anyone from implementing a VoWiFi client in pure open source software. You could run it on any computer (desktop, laptop, rasping or even a Linux phone) that has a smart card reader (sim) and Internet access. There are several early prototypes around. All the specs are public. You need to establish ipsec to the ePDG, do EAP-AKA and then speak IMS flavored SIP to the IMS core (P-CSCF)
