This is tragic

One determined cyclist in Oberhausen keeps repeatedly reporting illegally parked cars in one street, and fines keep getting issued

Everyone accepts the cars are illegally parked

And the inhabitants are annoyed about the cyclist

Why isn’t the Ordnungsamt doing what the cyclist is doing and reporting the infringements?

@jon Why aren't the fines large enough to be a genuine deterrent. €55 is barely a car park fee.

@jon Local newspapers often get significant revenue from automobile industry advertising, and it would be naive to believe that this didn't have an effect on the journalistic content of these papers. Automobile marketing promotes freedom, to which parking restrictions are in direct conflict.
Is there a central government ombudsman available that can be contacted when local Ordnungsamt fails to enforce parking laws?

@jon The Ordnungsamt would no doubt respond to the Ombudsman that they don't have resources for more enforcement. But depending on where the fines are paid, more enforcement would probably pay for itself. So the Ordnungsamt could also be accused of wasting public money by failing to collect due payments. Also, they are distorting the market and violating the commercial rights of private parking facility operators by competing with publicly funded and illegal roadside parking.

@jon well of course, those damn cyclists took our roads, and then they fine us! Satire off, this is quiet sad and disrespectful, although causing an interesting question: why aren't they paying for parking spots? Are fines really cheaper than parking?

@0crash they've not been paying fines for YEARS either, because no one was enforcing the law. Now they are paying the fines perhaps the behaviour will change?

@jon from what I've seen in different countries, the only way to fix it is to both fine people regularly and to provide working solution for drivers. I'm sure people are aware of fines, but for some reason they still park there. Is there not enough parking space in the apartments?

@0crash i don't know that part of Oberhausen. But in many German cities on street parking is either so cheap or free that underground parking garages are often rather empty.

I don't know about Oberhausen but in it was impossible before automation and mobile surveillance cameras. (Can't find English articles about this system, tastelessly named .)

It's nice in streets where a cyclist can get killed while trying to dodge an illegally parked car, but total surveillance comes with its own costs as well.

@jon ich wünschte bei uns würde öfter angezeigt werden, ich bekomme selbst Lieferungen und die Fahrzeuge stehen oft auf dem geh-und radweg, dabei ist vor dem Haus ein eingeschränktes Halteverbot auf der Straße (für den Umzug habe ich es selbst genutzt) be- und entladen ist dort erlaubt, nur weiß das entweder keiner (mehr) oder man behindert lieber Menschen statt autos...

@greensofshade Stimme 100% zu. Es überrascht mich, dass dies selbst in neu entwickelten Straßen und Vierteln nicht berücksichtigt wird. Plätze, an denen man 10 Minuten warten kann, sind sehr sinnvoll!

There was a case of this in Bavaria too.

The problem is, it reflects badly on the German psyche. On the one hand, the arrogance of people who park illegally. On the other hand, the tendency to interfere in things that other people are doing "wrong". It gets nasty when parents are "chastised" for having "unruly" children, or for just standing left on the escalator. I was once called "asocial" for using the escalator because some pensioner thought I should be taking the stairs.

The problem here is the Ordnungsamt has given up actually enforcing the law. A determined cyclist should not have to be doing this in the first place!

@ERDonnachie @smveerman No. I am not bothered by the cyclist. When as a cyclist you're in danger all the time because no one enforces the law, you take it upon yourself to complain to make sure it is enforced.
