So let me get this right: Europol wants to not have E2EE because it would prevent them finding CSAM / CSE (among other things), but Europol also doesn't have a CyberTipline API for organisations to report CSAM / CSE to law enforcement?

So you aren't receiving reports of CSAM / CSE efficiently from existing services, but arguing you want to violate everyone's privacy to "find CSAM / CSE"

Did I get that right?

(NCMEC in the US vaguely acts as the EU tipline because they're nice enough to forward reports to international law enforcement)

Not to dispute your point (the CSAM argument is a front), but Europol does not take any tip directly from a member of the public.

People report to the local police. (In what way can vary from country to country - I can just call them, send mail, send app...)

Who then might take it to Europol.

It's not like in the US. In fact, the main thing about Europe is that it's not like the US. We have curvy streets, for example.

@RolfBly right, but there's as far as I know no Europe wide tipline for organisations to report csam/child sexual abuse — what I've been told by FSM.de is that best practice is to just delete the content as soon as you find it, don't report it, since reporting makes you liable, and if police want something they'll let you know.

So basically CSAM goes completely unchecked at the platform side, so if platforms wanted to take E2EE content reported by users and notify law enforcement, they can't

@RolfBly which basically means there's no way to notify police, besides going to a local station and trying to report, but you can't prove the content exists or that it was uploaded to your website/platform, because doing so would result in you being arrested for distributing CSAM, when you're specifically wanting to give information on someone who is using platforms to distribute it

Dutch police claim they do get a lot of reports. Last november they sent out 95 warnings to people downloading and or in posession of csam.

More here, from a newspaper with a good reputation, but in Dutch, you may be able to run it through a translator.

@RolfBly this form by FSM.de isn't designed for service providers to make reports. I've asked them via email specifically for guidance on handling CSAM for service providers of social networking software, and what I wrote above was their answer. I also received no response from the German federal police when seeking information.

@RolfBly The only reports that can be made seem to be an individual stumbling across CSAM and reporting it. There's no way for organisations to prepare and send reports when they detect abuse.

In the US this is handled by the non-profit NCMEC, a quasi-governmental organisation which provides an API for service providers to use to make reports that then get forwarded to local law enforcement departments dealing with this subject matter.
