If you've granted it the battery optimization exception it requires at first launch without Google Play services available, notifications will work fine with no delays. You can use Molly instead of Signal for much more efficient non-FCM push. We strongly recommend using Molly from the Accrescent app store (https://accrescent.app/) if you're not using sandboxed Google Play to provide FCM.
