Housing First was first tried in the US as a pilot to great success. European nations tried it. Finland did and adopted it. Homeless has all but vanished. It costs less than processing chronically homeless through the criminal system. It cuts down on drug use, because a stable environment removes the mental anguish.
In any political debate, Housing First is the cheapest AND most effective system. It is the MOST moral and ethical system.
