@andrew what you think of as a telephone pole is a vertical partition of jurisdiction between telecom, electric distribution, cable, municipal and other uses, each with separate regulatory regimes. Even the placement of the pole requires easements from public and private landowners and replacing a pole requires coordinating multiple constituencies. Under grounding not simple as other poster said, not even considering limits imposed by geology.
