Context: first boot on an Intel Celeron-based device.
Maybe the CPU won’t be pegged after all the mandatory updates and various indexing of disk contents are finished?

The answer is yes. After indexing and mandatory updates (a multi-hour process), the system is usable. There is something of a bright side here, if you can call it that. The period of vulnerability where a system is insufficiently patched to browse the web is now so slow that you’re discouraged from that activity. It is scary to me that this process used to be less invasive on end-of-life XP where there was some quadratic order work being done in the updater.
