A "software engineer" is someone who works at a company that calls their programmers "engineers".
A "software developer" is someone who works at a company that calls their programmers "developers".

@jasongorman I don't know how it is regulated globally, but engineering requires a degree over here in Germany.

Otherwise you aren't permitted to call yourself this way (that doesn't stop companies assigning job titles in the slightest).

Because of the education I can imagine that a distinction might make sense.

@jasongorman I'd call myself "software artist" if my employer would let me.

I do tasks ranging from code monkey to systems architect because I know our codebase that well and my skillset is that broad. Took my manager some months to figure this out. :-)
