You can get a broad range of timescales from RNNs and the math is pretty cool.
Isn't sufficient to make sense of how there's a continuum of time constants in C elegans (hard to imagine 300 neurons use recurrence) but seems reasonable for cortex. The other part of the problem is how the time constants are distributed equivalently for different stimulus dimensions...
