There are many ways to create data that is non-informative, and much of the data being collected and generated is exactly that: it exists in a world of "garbage in garbage out". But the parts we care about and are presumed to have exchange value are generally informative. "Owning" has a great deal to do with the narrative of the information and who is ascribed agency, credit, blame or responsibility in the narrative.
