@stefan I've answered for my neighbour, who is not on here but born on 29th and always celebrates on 28th (except when there's actually a leap day, of course).
My understanding is that people born in the month of February want to celebrate their birthday in February, which is more than reasonable.
I'm the sort of weirdo who would say either "I was born on the 60th day of the year, so March 1st," or "I was born on the day following February 28th, so March 1st."
@stefan I had a teacher in elementary school who insisted she was 16. I didn't get the chance to celebrate her birthday with her, but she did retire soon after my year!
"An informal poll of the [Honor Society of Leap Year Day Babies] members showed about a 50-50 split between celebrating birthday on February 28 or March 1".
