Ah this is a return to traditional US manufacturing. In the good old days (1980s) when my father worked in the valley for a big, three letter company starting with G and ending with E, received parts from Fairchild or other component manufacturers, they’d test them all in a large on site facility.

Why? Because in those days, it was standard practice to mix 10% known failed parts into any shipment.
