@djsundog this may be a British/European thing but outdoor workers who might encounter traffic generally wear hi vis, so with anyone dressed as such its assumed they are supposed to be working in that area and they are often overlooked (such as the chap I saw on the spiral roundabout today who had a clipboard and appeared to be checking traffic levels or just inspecting some infrastructure)
