the data protection agency of Norway is now of the opinion that Facebook's very business model is illegal according to EU privacy laws, and is threatening them with daily fines if they don't stop tracking users.

EDIT: more specifically, they appear to believe Meta is in violation of the GDPR, because they're not asking for explicit consent. Meta claims it is.

for a service like Facebook, more explicit consent than usual might be what the EU expects.
