Herbert's 'demopol' (Dosadi Experiment) makes real-world decisions based both on pre-trained data, and "live" data. Both are weighted, and of course the latter can be gamed

A bit scary is something like this can be done with current tech, and to paraphrase McQuillan, the people that own the data own the power
