In response to the destruction of the Nova Kakhovka dam in Ukraine, the EU uses emergency stockpiles & provides additional funding:

In less than a week, EU Council responded to our access to documents request and published the four-column document (4CT) of the trilogue negotiations on the regulation on transparency and targeting of political advertising.
In the past, these documents have often only been made available after the end of negotiations, too late.
Hopefully this will set a precedent for the handling of 4CT documents in the future.
