Follow back with benefit of the doubt.
New users will be looking to reestablish their existing networks here. Probably not gonna happen, but you can encourage them to stick around by following back when they follow you. Help the noobs build their network here, so they have a reason to stick around long enough to like it or hate it. Or both.
Most of all, please don't look down your nose when someone with 0 followers makes your their #1. You can always unfollow later if they turn out to be a troll or worse.
