That cargo ship was CLEARLY overloaded to absurd proportions making it difficult to steer.
It was SO heavy they had to push it to an excessive rate of speed for those waters (8 knots) just to get it to move, but that only made it harder to steer.

The NHTSA, the theoretical regulator for vehicle and highway safety in the US, is an unserious and stupid agency that no automaker takes seriously behind closed doors.
It is like Groundhog Day, once again, at the US Department of Transportation.

I just love how this #USDOT leadership dances around in interviews with a bunch of nonsense and hobnobs around at tech conferences while the US's roadway fatalities are sky high and pedestrian fatalities have gone upwards parabolic.
Secretary Buttigieg was one of the first candidates that I can recall in recent memory that actually made roadway and transportation safety a centerpiece of his presidential primary campaign.
These topics are hardly ever even mentioned on the campaign trial!
Elaine Chao, Trump's pick for Secretary of Transportation, did enormous damage to the #USDOT and its sub-agencies and Biden and Buttigieg needed to get the ball rolling from Day 1.
