I think the implication is that Burnout is not only caused by crunch. But also by working on projects you don’t really care about, or have to watch decisions from higher up ruin.
For the general consumer Microsoft is making it as hidden as possible to make a local user during installation.
When I had to reinstall windows a month or two ago the option to make a local machine user was not there until I unplugged the ethernet or brought up a terminal to force the installer to show the option.

It will depend on how the game is packaged. On your two examples that let you play before finishing download the clients will have multiple downloads that will prioritize everything needed to play early content. This will allow you to play for a bit and by the time you are far enough into the game the rest should have downloaded.
I am not entirely sure how steam manages downloads but I suspect it compresses the whole game as a single download and decompresses and installs it once the download is done. This would mean that nothing is playable until the entire game has been downloaded. It’s something they could potentially change with their download process but not many developers would take advantage of it so it’s likely a low priority thing.
If D&D’s CR is notorious for being bad and having nothing but perfectly balanced encounters is long term boring, why not just stick to CR religiously and let the two problems cancel each other out?
I think it’s more an issue of being able to know how difficult the encounter actually will be. That way it’s a conscious choice to throw an encounter at your party that will likely kill them.
The instance up and disappeared right after it’s admin said they were going g to defederate with another instance. There was no warning it was just gone the next day.
There is lots of speculation around it, but I think the admin got scared of the implication that their servers still held content from the other instance that was illegal in their country.

Perhaps. But a rather large issue arises when your content is generated primarily by users who wouldn’t want to pay for a service.
There is also the issue where if you are having to pay to get around interaction limits is it really free speech? Or just limited to those that can afford to pay?
