What is going on in Birmingham?

As previously discussed in my timeline, what is being presented as a crisis brought on by the need to retrospectively deal with an equal pay problem, is actually much more a case of the impossibility of financial planning when the newly installed IT system means the financial management of the Council has become impossible due to an absence of financial data....

@ChrisMayLA6 A question raised in places like The Register's comments is why each authority is paying for monolithic custom software costing millions to do what is essentially the same set of jobs as all the other LAs. And much of which is even generic. Why is there no off-the-shelf (even modular) software that can simply be scaled to the size of the LA and contain the bits that any LA may need.
