Chainweasel, Incredibly so. Not only is there basically no traction, the tire will be unbalanced and could vibrate causing loss of control, and it could also catastrophically fail at speed almost certainly causing loss of control.
Stanwich, I had a cop pull me over for a sideways license plate over my tire. He pointed at it and was almost screaming at me for it . Meanwhile my tire looked like that and he didn’t notice or didn’t care.
