When I worked at a voting precinct we did have an older couple walk in who just moved to California from New York. Although we didn't have quite as simple a procedure, we did work to get them properly registered and cast provisional ballots.
Our precinct, our county, our state's policy are to facilitate voting to any and all people who are eligible to vote. It can sometimes take time to resolve the details after the election, which is why it may take a few weeks for the provisional ballots to be evaluated and, if proper, counted.
When I got my local library card, the librarian asked where I lived, so having been conditioned to require proof I got a bill that was mailed to me. She just told me "oh, no need, we have to delete it right after it is entered in the system because of GDPR, so we just have an empty pdf that we use for everyone"
@meredithw it also reminds me of that interactive novel where good wizard know the rules of magic, but the best ones just know which spells are glitched and exploit them like crazy
