a) the max rate was set too low, an artificial number based on nothing but political pressure that it wasn't more reasonable/higher.
b) there should be NO or nearly no exemptions, ESPECIALLY for taxi, uber, lyft & any residents.
c) there should be a buffer zone a layer around the CP zone that's say 1/2 price of the current charge, or perhaps nothing w/ little traffic. If this program is scrapped, it's due to these failures, especially a & b. Too low max$ and too many exemptions.
