@Osteopenia_Powers@randahl It traded Russia's nukes (they were controlled by Moscow, and just physically located in Ukraine) for a guarantee not being attacked by the west. The situation was much different back then.
The overall promises were just as hollow as the promise not to expand NATO further to the east.
