@nus I have the first Hard Reset, and have owned it since 2015. It’s got a neat cyberpunk atmosphere.
Believe it or not, this was Flying Wild Hog’s first game they ever made. Their second game was even more impressive: the Shadow Warrior reboot from 2013. Which, by the way, is even better than the original.
@atomicpoet it's such a tonal shift in so many ways... I haven't played a lot of Shadow Warrior but going from "empty 240 rounds into a single mech and ignore the sword you have" to starting with a sword...
And being able to knock both games out of the park in terms of mechanics

2 is under water correct? I didn't actually finish 2 when I bought it new on floppies (could have been CDs). I did finish 1 though and I wouldn't have been able to do that with guided footballs. LOVED those things!

This is the second of the reboot series (started in 2012 while Terror from the Deep, which might be what you are thinking about, was released in 1995). The first one (enemy unknown) is excellent, the second one slightly better (but there is less novelty). They set a very high standard for turn-based tactical games, with a strong emphasis on positioning.
