It’s hard to imagine any country could do it, but Soviets did - they dumped 6700 people on an uninhabited island on a river in Siberia… and left them there for 13 weeks with no food, tools or even clothes. 4000 people died, with the survivors resorting to widespread violence and cannibalism.
