Searching around, it seems the warmings are mostly about electric blankets, where a cat's claws could reach the inner heating wire and shock them? The seed mats we had were hard plastic with embedded heaters, so I think I'd look for something similarly immune to claws, and perhaps put a thin blanket overtop so it's a diffuse warm spot?
