From experience, we can assume that even any data protection promises will only last until the next crisis or the next best excuse. By then, the existing infrastructure can be fully used for authoritarian needs and optimised, "smart" exploitation with the corresponding habitual effects and displacement of analogue alternatives.
The question is not so much whether it will be done, but when.
