Cambodian Mine Action and Victim Assistance Authority (CMAA) asks Laos to join Ottawa Treaty

The Cambodian Mine Action and Victim Assistance Authority (CMAA) requested Laos at a meeting on Monday to join the other 164 countries attending the Ottawa Convention while Cambodia is chair and hosts the 5th Review Meeting of the organisation.

Ly Thuch, Senior Minister and CMAA First Vice-President, met Buakeo Phumvongsay, Laotian Ambassador to Cambodia, at the CMAA office where he sought Laos’ participation to join the Ottawa Convention.

Thuch, who is also the President of the 2024 Ottawa Convention, told the Laotian side that on behalf of government, Cambodia will seek to mobilise resources and seek cooperation and assistance from development partners and donors to support Laos’ demining activities if it participates as a state party at the Convention.

Thuch added that if Laos joins the meeting, Cambodia is committed to supporting Laos in clearing mines in compliance with the Ottawa Convention.

In response to Cambodia’s request, Buakeo said he will report to the Laotian government for consideration.

He added that Laos is ready to attend the Siem Reap-Angkor Summit of the Ottawa Convention to be held in Siem Reap in November.

He noted that this five-day meeting is a major international event that Cambodia will host, and people from about 200 nations will visit Siem Reap to attend the conference.

Thuch said last year “There are still 33 countries around the world experiencing severe landmine incidents that have not yet been cleared, and it will take more time. Cambodia is committed to achieve its mine-free target by 2025.”

According to Lang Kosal, a CMAA official, getting more Asia and Pacific countries to ratify the Ottawa Treaty is crucial to demining efforts.

“As the host nation, Cambodia stands to gain a great deal from more nations signing the Ottawa Convention, which will also be extremely advantageous to those nations that have already ratified the agreement,” he said.

Vietnam, Laos, Singapore, and Myanmar are four Asean countries not signatories to the Ottawa Treaty.
