The Constitutional authority is not simply from 14th Am. Sec 3 but also in Art III, Sec 3 that gave Congress the power to "declare the punishment for treason" and it has done so in 18 U.S. Code § 2381 - Treason banning anyone who "levies war against [the United States], and was charged after the Civil War for the insurrection. Long-standing US law incudes the following mandatory lifetime ban from office:
