This is the fundamental problem with the #SFMTA. They design streets with the expectation that there will be traffic enforcement, when in fact #SFPD doesn’t do any. Traffic safety needs to be self-enforcing, i.e., the designs need to incorporate physical barriers such that it’s impossible for drivers to do the wrong thing.

This is why the Valencia bike lane pilot ends at 23rd Street instead of Cesar Chavez: cars illegally parked in the center turn lane on Sundays. #SFMTA thinks the convenience of ~15 car drivers is more important than the safety of the thousands of people who ride bikes here every day.
