The @EU_Commission has launched a public consultation on the rules defining the European system (aka regulation 1025). The top-line for me is it completely ignores while making both engagement in standardisation and use of standards very hard for open source community members.

Unsurprisingly, the consultation's survey makes it extremely hard to tell them this! I think @osi will be attaching a letter to its input! The deadline is July 25.

OK. I would expect a c3 to be a difficult vehicle for the activities I'm aware of at Mastodon. Getting an IRS determination will be key. I would probably have opted for a different path ..

While I did think it is important for Software Heritage to archive code, I wish it was done Opt-in.

It would be nice to be asked and for that code to be curated. This is not curation. This is automation.

@onepict Software Heritage specifically. I believe it is a fundamental resource for democracy and I very much support every last scrap of FOSS code being archived there and kept for ever.

@onepict I am more sympathetic to Ai training issues but again, a FOSS license is intended to allow any and all reuse without further permission and a world in which the permission inherent in an open source license needs further permissions for certain fields of use is not one I want.

A small change to the most recent (Parliament-approved) version of the Cyber Resilience Act (#CRA) is the addition of a requirement that software be "openly shared" in order for the European Union to consider it #OpenSource in relation to the CRA.

    I have been pitching an approach to DG CNECT based on bug fixing rather than feature focus, but not got much traction. Cascading funding is definitely part of the solution though.

    @nemobis My proposal is to link it to a register of software used by the Commission and allow parties to claim for fixing issues on any of that software via a StandICT-style grants college. When it relates to a case where a CVE was addressed and all the facts are verifiable the grant would be approximately automatic.

    My proposal is to have the Commisson tender for the mechanism and have third parties bid to run it, like StandICT is run by an Italian company. Ideally I would limit tendering to social-purpose entities only. The approval mechanism would involve a group of peers approving each grant based on evidence supplied, again like StandICT (and being paid for their time like StandICT).

    With excellent timing given the upcoming request for #standards for #CRA compliance and the forthcoming review of regulation 1025 and standards #policy, CJEU has ruled that "harmonised standards form part of EU law" and cannot be kept secret as there is always a public interest in their disclosure. Time for some modernisation.
