@pluralistic random thought could the government set a rule whereby government contractors (like Microsoft) can’t bid and perhaps even put existing contracts and security clearance at risk/back into a review process if they are facing some threshold of regulatory or IRS investigations?

(Could be abused perhaps but I there is a solid argument that the government might want to reconsider paying billions to a company that owes billions in unpaid taxes. And could be a security risk as well?)

Defective pricing, false claims, FCPA violations and many others are standard occurrences for the major government contractors. They lawyer up, go to court, sometimes for many years and then at some point pay fine but never plead guilty as a corporation or as individuals. While in court and after paying the fine the government continues to award them huge contracts. I know - I worked for the big 5 defense contractors for 36 years.
