As criticism of Biden, this article is deeply dishonest.
The author must surely know that the 2021-2023 Congress could NOT have passed abortion rights legislation, due to Senate filibuster rules giving Mitch McConnell an effective veto (not sure about the earlier dates).
That's a deep dysfunction of the US Congress.
To blame the President for that requires willful ignorance.
To fix this requires electing a large enough majority in both houses to overturn these rules. @rysiek

I call it a "lie", because it is difficult for me to believe the author can be ignorant of the facts.
They are not hard to verify. Wikipedia has the list of Congresses, which will show how narrow the majority was. And you can look up Manchin and Synema to find details of their opposition.
As for Biden, he put considerable pressure on them to support changing the filibuster rule.
