I don’t think the Prime Directive explicitly says you CAN’T have sex with alien women - no matter how primitive their technology is.

As long as you don’t show your alien lover any federation tech you should be fine with any boots knocking. Even if they’re prewarp.

It’s a form of survivorship bias and availability heuristic. All the times a ship goes to a planet and doesn’t do anything because of the Prime Directive would make for a terrible episode. We don’t get to see every day the Enterprise is just cruising around doing mundane shit.
